Like Sherry said, it's called matted fur. I researched this some time back, because there is a cat in the neighborhood that has befriended me, and she has very matted fur too (worse than your cat's). In and of itself it isn't too much of a problem. Like Sherry said you can get a comb and run it through there and break it up. But it is often indicative of an underlying medical problem, because cats usually groom themselves pretty effectively, especially short haired cats like bengals. So a trip to the vet is probably in order.
