I imagine that just like us humans, their metabolic rates are just different. I have two brothers. One (Hendrix) is a dustbin, scoffs his food and begs by the cupboard I keep the treats. The other (Jagger) is bit of a grazer, but overall I'd say he eats more than Hendrix. And yet Hendrix is way more active - but there is still only about 100g between them in weight.
As long as both are healthy and gaining weight I shouldn't worry. Children grow at different rates too so it may be that the smaller will catch up eventually. I know Hendrix was always heavier as a kitten but now they are pretty much the same, although with different body types. Hendrix is long legged and lanky and Jagger way more compact in his build.
