There is a considerable amount of advice on here regarding weeing/spraying in inappropriate places, but I am sure you have probably tried most of the solutions if not all.
Queens are very territorial and once they start spraying/peeing they will carry on I am afraid. Apart from keeping them segregated from other cats or keeping them in a pen there really is not much you can do apart from follow them around with a mop
For what it may be worth though...I have a female pet Bengal, Tahja, who has always sprayed and 'weed' since she was 6 months old. I have tried many cat litters over the years, and 'settled' for wood based pellets. However, recently I have changed to 'Everclean' and for the first time in years Tahja has stopped the weeing! I think maybe clumping litter masks a cats smell more which can be intimidating to other cats, and the Everclean is excellent for odour control too. It has certainly worked for Tahja and I had given up all hope of her never weeing/spraying again! So it may work for you
