First of all, cats are territorial and need their own space. Second of all, any change in environment with your bengal is going to stress the kitty out. You've got a lot going on in your household with another cat and a couple of dogs. No wonder the bengal is going crazy!
Each cat needs their own litter box. You should have one for each cat and a spare one -- that's three! Your bengal needs a cat tree so she can be perched high above everything. Your bengal should not be attacking your other kitty. It's not fair to your Maine Coon.
I know we get a cat and expect that he/she will fit in immediately, but that is not the case when you have a bengal. I'm guessing you didn't give the bengal a safe room in the beginning so things weren't thrown at her all at once.
I'm sure if you've researched the bengal breed, you've found out they are not like your ordinary cat. A bengal is totally opposite of your Maine Coon. I'm thinking you did not introduce them properly in the beginning. Now your bengal is acting out by peeing on clothes. Yes, that's aggravating, but there's a reason your girl is doing this -- and if you're not willing to figure out what's the reason (I'm sure she's okay physically). Try multiple litter boxes. Make sure each cat has their own space in your home -- multiple cat trees will help. Play with your bengal -- wear her out. Bengals have a lot of energy and they will take it out on you or another pet.
I'm guessing your bengal needs a home without all the stress going on. Hopefully, you won't just hand her off to a friend or relative. Most people are totally unprepared for the bengal -- I know I was when I got Raiden a couple of years ago when he was 6 years old. Beautiful cat, but I had no idea the vocalizing and crying nonstop. I'm still working on that ... but I made a commitment to take care of him and that's what I'm going to do.
