Some toys are more interesting than others. Things that are light weight, and easily maneuverable, are generally more unpredictable in their movement and hold interest for longer. Like a tennis ball, (or miniature tennis ball) ping pong balls, if you have a room with hard floors, are great for chasing. A screwed up envelope or empty paper bag can also be a great start.
The more cat trees and high places (bookshelves for instance) you have, the better, as they will be happy to perch and watch / stalk and pounce. You could consider, budget permitting, a cat wheel, for exercise, once they are trained to use it. The more they play in the evening the more they should sleep at night. I dont think there's a generic definite answer, but there are cheap or cost free ways to give them something to play with. For envelopes, just use one from junk mail. If it has a window, the window will crinkle as they play. I hope this helps, even a little.
