First of all, you have two cats. Do you have two to three litter boxes for them? Second of all, have you had both of your kitties checked by the vet to make sure there is not a medical reason one is doing this? Third, there are holistic remedies that you can give your cat to help stop this -- if this is behavioral, it's usually caused by stress of some type. Your kitties may be inside, but perhaps there is a culprit outside that they can sense is there. Above all, clean the area completely so there is no remnants of the urine. And keep the cats out of that area! If that means moving your litter boxes.
This is probably the #1 complaint of cat owners. Cats prefer to use their litter box. They are trained to do that. When they go outside the litter box, they are trying to tell you something. Something has change -- could be different cat litter? A urinary tract infection, painful urination, crystals in their urine, cat box not cleaned properly, environmental changes. You'll have to look around and see what's different -- what's changed.
