I'd purchase a cheap rectangular baking pan -- even one that's disposable. Doesn't have to be gigantic or as large as your regular litter box. Most cats need a much smaller area. It would only be temporary for them.
I have heard about the wild fires and hope that you and your family are spared. It's always great to have an evacuation plan with everything that you need packed up and ready to run out the door. Those fires can change direction very quickly and you don't want to be fumbling around for things, so bowls, food, bottled water, spoons, plastic bags, litter box scoop, litter, blankets and bedding, carrier. For your puppy, you'll need a collar and leash, bowls, food, bottled water, etc. Just have everything in one spot so if you need to rush out, you've got everything ... including the pets.
