She is stunning! I don't believe you should be overly concerned as long as your vet states she is healthy. Just as children are different sizes, so are pets. With cats, it is not that noticeable, but no two cats are alike. Your vet is always the key ... what did the vet say about no heat cycle? Maybe the breeder had her spayed as a kitten? I have an ultra small male at under 11 pounds. He eats like a pig but can't seem to gain weight, plus he is 10 years old with few teeth.
Anyway .... as long as she is eating, playing, sleeping, pooping, peeing just fine -- I would not be freaking out. Enjoy your little gal.
I need to add that bengals usually don't finish growing until they are about 18 months old.
