Can a charcoal SLP kitten looks exatay like regular SLP before or on 12 weeks old?
As having same pale white, no mask, no cape, faint rosettes?

You are getting into genetics, which I don't completely understand. SLPs normally darken. Charcoals are extremely dark when they are kittens. Are there any charcoal SLPs? I'm sure there are, but I honestly have no idea how to answer your question. Every kitten is different in the genetics. I would say a 12-week old charcoal would have the dark masking from birth. An SLP will also have somewhat of a mask and faint rosettes. Do you have a picture?

My charcoal at 12 weeks was really white and hardly had any markings on his body apart from his legs. He has a lovely silver charcoal colour on them.

I have a charcoal SLP kitty. She was very light as a kitten on her back. She always had a little mask, but her cape didn't start to develop until after she was 2 years old. Now she is very dark on her back.
